Abstract:
The Integrated Citarum Water Resource Management Investment Program
(ICWRMIP) is an Asian Development Bank (ADB) funded project that was carried out by the
Government of Indonesia (GOI) represented by Ministry of Health, Directorate of
Environmental Health with support from West Java Provincial Health Agency and a number of
District Health Agencies. One of its components includes support for Community and NGODriven
Initiatives for Improved Water Supply and Sanitation which requires the implementation
of voluntary land donation (VLD) referring to a process of giving up individual or community
rights on land for public usage voluntarily. This study deals with two critical research questions.
Firstly, the extent to which the set of procedures and principles of voluntary land donation
(VLD) that were globally determined have been locally executed at community level. Secondly,
the extent to which the land utilization for community infrastructures sustained beyond project
closure. Mix method was used in conducting a post-project evaluation. Four data collection
techniques are employed in the study; documentary study, field survey, in depth interview and
observation to project-site visit located in Bekasi District, Bekasi City, and Karawang District.
Thirty-two (32) out of fifty-four (54) project were selected as sample using two-stage random
sampling. It is concluded, firstly, that the agreed procedures and principles set by both ADB and
GOI are well implemented in terms of information clarity, public participation and consultation,
as well as gender equality treatment. However, it is unexpectedly found that most of land
contributors are belong to vulnerable group as measured by their education, occupation, income
and expenditures. Secondly, this study doubts that the land donated and utilized for community
infra-structures will sustain beyond project closure due to unclear legal document and
conflicting status of the donated land, discontinuity of long term benefit for project
beneficiaries, and incomplete institutionalization processes.
